On May 24, the on-site meeting to promote the work of the National Regional Center for Technology Transfer was held in the Upper Bay Valley Technology Park. More than 40 people from 11 National Regional Center for Technology Transfer (NCTT) heads and relevant leaders of provincial and municipal science and technology departments (bureaus) attended the meeting. Duan Junhu, Deputy Bureau Researcher of Torch Center of Ministry of Science and Technology, and Lin Xuwei, Secretary General of Shanghai Municipal Science and Technology Commission, attended the meeting.
Since 2013, the Ministry of Science and Technology and local governments have established the National Technology Transfer Cluster, the National Technology Transfer Southern Center, the National Technology Transfer Eastern Center, the National Technology Transfer Central Center, the National Technology Transfer Southwest Center, the National Technology Transfer Northwest Center, the National Technology Transfer Northeast Center, the National Technology Transfer Straits Center, the National Technology Transfer Southern Center, the National Technology Transfer Zhengzhou Center, and the National Technology Transfer Central Center in the country. Eleven national regional centers for technology transfer, including the National Center for Ocean Technology Transfer and the National Marine Technology Transfer Center, have played an enormous role in exploring the technology transfer service model and serving the transformation of regional scientific and technological achievements. How to further enhance the role of NTMRC as a hub for innovation factors and allocation of scientific and technological resources, help implement the innovation-driven development strategy and create a new pattern of national technology transfer integration has become an urgent question that needs to be answered by the technology transfer industry.
The meeting was chaired by Guo Junfeng, Director of the Torch Center of the Ministry of Science and Technology's Technology Market Management Division, who introduced five aspects of the technology market, including the 13th Five-Year Plan, the implementation of action plans to promote the transfer of scientific and technological achievements, improving the technology market service system, strengthening the cultivation of talents in the technology market, and creating an environment for the development of the technology market. The 11 regional centers also shared their experiences and suggestions on promoting technology transfer and transformation of achievements in the light of their actual work. Mr. Xie Jihua, President of the Eastern National Center for Technology Transfer, introduced the Eastern Center's exploration and practice in the fields of fourth-party platform, technology service innovation vouchers and DATABANK, and shared his rich experience and thoughts on the future strategic planning with the two wings of technology exchange, service and technology finance as the core, as well as his experience and thoughts in the practice of the development model of business nursery-incubator-accelerator.
Duan Junhu mentioned in the summary of the meeting that the future work of the technology market should continue in the exchange and cooperation, collaborative promotion, seize the opportunity, focus on action, bold exploration, bold practice in three aspects of good work, to further build a regional integration work pattern with their own characteristics and advantages, multi-level, systematic and sound technology transfer transactions and work system, gathering domestic and foreign resources, radiation, the country, facing the world.
The meeting was held on the occasion of the 2nd anniversary of the establishment of the Shanghai Science and Technology Innovation Center and the 1st anniversary of the establishment of the National Technology Transfer Eastern Center. The forum kicked off with a ceremony to launch the new journey of restructuring the Shanghai Technology Exchange and the launch of the China Technology Transfer Alliance initiative.
The National Technology Transfer Forum consists of one main forum and two sub-forums. Under the theme of "Cooperation, Sharing and Win-Win", the Forum aims to gather the collective wisdom of the government, regional centers, enterprises, universities and other parties, and collect valuable experience in improving the technology transfer mechanism and promoting the capitalization and industrialization of scientific and technological achievements, so as to provide reference for the implementation of innovation-driven development strategies. The forum was hosted by Zhu Zhenghong, Director of Shanghai Science and Technology Entrepreneurship Center, and Lin Xuwei, Secretary General of Shanghai Science and Technology Commission, delivered an opening speech on behalf of the organizers. Lin Xuwei expressed his hope that the forum could better promote communication and collaboration among regional technology transfer platforms, establish open sharing of regional cooperation resources, strengthen the links between regional technology transfer centers, and jointly discuss and summarize the replicable and scalable experience models in technology transfer, so as to provide a good example and leadership. The restructuring of the Shanghai Technology Exchange (STX) marks a milestone on the 2nd anniversary of Shanghai's construction of the Science and Innovation Center. At the launch ceremony of the new journey, Duan Junhu, Deputy Directorate Researcher of the Torch Center of the Ministry of Science and Technology, and Lin Xuwei, Secretary General of the Shanghai Science and Technology Commission, pressed the button to launch the restructuring. It is understood that the Shanghai Technology Exchange has been established for 23 years and has been playing the role of a bridge and link between research and production. The restructuring of the Shanghai Technology Exchange from an institution to an enterprise will establish a "market-oriented and innovative institutional mechanism" to become a professional, market-oriented and international technology trading institution. The restructured Shanghai Technology Exchange will make every effort to build a service platform for the efficient interface between technology and capital, and inject new vitality and vitality into the transfer and transformation of technological achievements and the industrialization of scientific and technological achievements by means of diversified technology trading models such as technology financial products, technology crowdfunding and technology securitization, so as to realize a closer integration between science and technology and the economy.
The meeting also issued an initiative for the China Technology Transfer Alliance (CTTA). The Eastern National Technology Transfer Center took the lead in advocating the establishment of the China Technology Transfer Alliance, with the aim of gathering the strength and resources of regional technology transfer centers to better undertake the historical mission of the National Regional Center for Technology Transfer in promoting independent innovation and structural adjustment of productivity.
The delegates also visited the Upper Bay Valley Technology Park and expressed their approval of the park's focus on R&D and innovation, its orientation towards emerging industries and modern service industry, and its adherence to the concept of green development.
